I’m pretty new to the whole paradigm here. I can press switches A + B and enter the tuner mode without issue, but pressing B + C does nothing. Am I missing something? All other footswitch related actions work fine.

Never mind. I tried to enter it through the tuner mode and it informed me that I had to disconnect from the computer. Problem solved!
